New to this, but I want to get Bold, Strict and Strong laws, legislation, fines etc for people who leave their dogs OR any animal tied up All Day EVERYDAY! There needs to be mandatory spaying and neutering of animals and fines for excessive litters of any animal. Dogs need to be fenced and all animals should be wearing collars with identification! I see so many dead, beautiful dogs on the side of 385 that is beyond disturbing! There must be fines for poor ownership! Neglect is Abuse! Proper screening or even permits or license to own a dog or cat. Dogs can be bought but still get neglected because the fact is OWNING AN ANIMAL TAKES WORK!
